About us

Custom Planning Services & Associates is a small Limited Liability Corporation based in Eugene, Oregon since 2003. We are located in the Atrium downtown, across from the Eugene Public Library. Our goal is to provide exceptional, timely service to our clients. We have a team of land surveyors, architects, geo-technicians, landscape architects and other associated professionals in order to move projects forward smoothly and efficiently. With this network, we are able to answer questions and keep projects moving forward. CPS maintains cooperative and collaborative relationships with local and state government agencies.

Ron R. Funke, AICP is owner and president of CPS. He has a BA in Planning and a Master's Degree in Community and Regional Planning. Mr. Funke is a member of the American Institute of Certified Planners, the highest level of professional certification in the planning industry. Mr. Funke is also a member of the National and Oregon Chapters of the American Planning Association. Before establishing CPS, he worked for the City of Eugene Planning Department and other consultants.

Prior to earning advanced degrees in planning, Mr. Funke worked as a building contractor and a nursery owner. This background provides a depth of understanding unique in the Land Use field. He has been a board member of Mount Pisgah Arboretum since 2001. He led the campaign to build the White Oak Pavillion, the Arboretum's new event center. He is an avid hiker and gardener, and a native Oregonian.

Libby Kottkamp is Assistant Planner at CPS. She has a BA in Environmental Economics from Fairhaven College. She is a native Oregonian, and a recent transplant to Lane County. She is a bike commuter, gluten-free cook and an instructor at the City of Eugene Riverhouse Outdoor Center.
